Responsibilities
 Develop proposal strategies and create proposal deliverables
 Analyze RFP and issues for clients; RFP Parsing
 Check proposal compliances in regards to RFPs
 Review proposal materials to improve deliverable quality
 Coordinates and provides work direction to the proposal team; defines the performance goals, metrics and key milestones for proposal implementation
 Communicate effectively with internal and external clients
 Share proposal consulting knowledge
 Identify risks and assumptions associated with the proposal

Skills and Expertise
 Understanding the circumstances of the overseas proposal market
 5+ years of experience developing proposals in ICT industries for overseas contracts or similar work experience
 Strong knowledge in ICT service industry, especially in e-government or ITS area
 Excellent leadership, communication (written and oral) and interpersonal skills
 Proven ability to work creatively and analytically in a problem-solving environment
